As tuna is the most important ingredient in sushi, there are 2 different types of tuna being dealt:
Fresh tunas which are transported to the market by airplane, and Frozen tunas by big tuna boat.

Due to the regulation mainly from sanitary reasons, the fresh tuna auction is not opened to tourists. On the
other hand, however, the frozen tuna auction is opened to public for maximum 120 people per day.
Although the auction itself is from about 5:30 am, because hundreds of people gather to watch it, it is almost
impossible to get the ticket (They use vest) after 3:30 am, in most cases. People have to come before the time.

What makes the matter worse is, the time it reaches to 120 people changes day by day, and season by season.
For instance, in busy season or when a group of many people come, it becomes 2:30 or even 2:00 am.
Also, the market doesn't give any explanation, simply just let people wait 2 ~ 3 hours, and lead them to the venue.
Thus, information such as prices of tuna, what the buyers are doing and how the auction works will stay mystery.
